The project «Little big things in Europe and in our local communities» was funded with the support of the European Union under the Programme "Europe for Citizens"

Applicable to the Action 1 – Measure 1.2 "Networks of Twinned Towns"
Action 2 – Measure 2.3 "Support projects initiated by civil society organisations"
Action 4 – "Active European Rememberance"

6 events have been carried out within this project:

Event 1 Participation: The event involved 101 citizens, including 69 participants from the city of Kastoria (Greece), 9 participants from Association of the Municipalities of the Locride Area (Italy), 5 participants from the city of Siderno (Italy), 6 participants from the city of Santa Venera (Malta), 6 participants from the city of Lousa (Portugal), 5 participants from the city of Viroinval (Belgium), etc.

Location / Dates: The event took place in Kastoria (Greece), from 04/04/2014 to 08/04/2014

Short description: The aim of the initial preparatory event was to promote a first exchange of ideas and plan in detail project tasks and responsibilities. Participants from different institutions, associations and organisations of the 6 European countries involved in the project got the chance to meet up, be acquainted with the Europe for Citizens Programme, and above all to officially launch the LBTinEU network. In a public council meeting the delegations of the partners presented the structures of their municipalities, described their competences and sectors of responsibilities and all together plant a tree symbolizing the commemoration of the project. A number of consultation exercises and interactive workshops helped the participants of the partners analyze and discuss the themes of the project, setting the challenging agenda for the next months and the main topics at stake. Apart from the introduction to the project, a variety of topics were discussed referring to the European policies of regional development and their impact on local level. Special emphasis was given to the presentation of concrete ongoing activities promoting social development which are subsidized by the European Union. Thus during the event study visits were made in structures and social centers supported from EU Funds for the Cohesion Policy giving the participants the chance to learn about opportunities which stem from the European citizenship, highlighting thus the contribution of EU to local social development. Namely visits were arranged in the DayCenter of Organization for the Protection of People with Autism and Development Disorders and the Support Center for Consulting Women Victims of Violence which operate via grants from European Social Fund as well as in the Model Municipal Nursery School in village Maniakous where the European project “Harmonization of family and professional life” is implemented subsidizing mothers for hosting their children in order to facilitate them finding a job. Moreover participants have visited the department of Technological Education Institute of Western Macedonia in Kastoria where they attended a conference concerning “EU-funding in local higher education" co-organised in association with the student association AEGEE Kastoria. The opening event in Kastoria was the kick-off meeting which incentivized the dialogue about the objectives that each partner municipality wanted to take forward in the upcoming activities.

Event 2 Participation: The event involved 88 citizens, including 7 participants from the city of Kastoria (Greece), 8 participants from Association of the Municipalities of the Locride Area (Italy), 4 participants from the city of Siderno (Italy), 59 participants from the city of Santa Venera (Malta), 5 participants from the city of Lousa (Portugal), 5 participants from the city of Bram (France), etc.

Location / Dates: The event took place in Santa Venera (Malta), from 17/01/2015 to 21/01/2015

Short description: The aim of the event was to build greater trust and solidarity between the partners of the newly established network. The event was considered stimulating after few months of inaction due to political changes that emerged in some of the partners while for the first time took part a delegation from the new French partner, Ville de Bram. Through the use of advanced methods of group work, performed during the workshops of the eventby the qualified facilitators, participants had the opportunity to exchange their experiences and engage in working within a team via a non-formal education system, to discuss and act on the major challenges faced by the various communities. In special focused sessions into the topic of twinning each delegation presented the best social practices developed in their local communities and concentrated their attention on obtaining knowledge of the local governments’ agenda. One of the workshops was actually a visit to an important local Maltese industry which by the help of EU funding grew from a family-run traditional into a fully-fleshed business consisting a local best practice. Apart from the workshops which sought to pave the way for future cooperation and new initiatives between the different communities taking part in the project, the event included a mix of cultural-historical tours and institutional visits to distinguished guests. In fact on the occasion of the official ceremony that honored with their presences the Parliamentary Secretary for Local Government, Mr Stefan Buontempo and the Minister for Sustainable Development, Environment & Climate Change of Malta Mr Leo Brincat, a friendship pact was signed by the municipal representatives of all the partners. In order this beautiful experience to be memorable both for the international participants and local citizens, an indigenous tree was planted at one of the public gardens in Santa Venera. The same day the participating delegations were received by the President of the Republic of Malta, Her Excellency Marie-Louise Coleiro Preca in the official residence of San Anton Palace. There, the participants engaged in a brief discussion about matters pertaining their common realities in Europe and discussed ways of how European cooperation should improve the life of its citizens creating a better future not only in Europe but in the Mediterranean region.

Event 3 Participation: The event involved 88 citizens, including 7 participants from the city of Kastoria (Greece), 9 participants from Association of the Municipalities of the Locride Area (Italy), 3 participants from the city of Siderno (Italy), 7 participants from the city of Santa Venera (Malta), 3 participants from the city of Bram (France), 57 participants from the city of Lousa (Portugal) etc.

Location / Dates: The event took place in Lousa (Portugal), from 14/03/2015 to 18/03/2015

Short description: The aim of the event was to demonstrate european projects concerning social development successfully implemented locally so that an intense exchange of experiences in terms of social exclusion, integration and accessibility occurs. During the event delegations of five countries had the opportunity to come in contact with the richness and diversity of the Municipal Council, local people, cultural and social assets, among others. When idealizing the program the Council had in account the importance of having common issues to every partner’s territory, namely education, social supports, financial and business development, new technologies and also territory promotion and its enhancement. In order to achieve better results in the meetings and improve the final experience of each delegation, several thematic moments were created and held, enabling a different but productive brainstorming on each topic in discussion. Thus various visits took place to relevant and diverse Institutions, which consist a true calling / visiting card not only to the Council itself, but also to the entire region due to the impact and implantation that they have in the social tissue. Among them study visits were arranged to Lousã New School where educational tools of new technology were presented as well to social centers like “ARCIL” which supports people with disabilities, “Microninho” which supports unemployed and “Misericórdia” which combines support for elderly and nursery care. In addition the official opening of a project concerning road and domestic security education of the youngest took place and "Schist Villages", a successfully implemented project for the touristic renovation of a rural territory was displayed. The results of these encounters were, in the opinion of all the delegations as well as of locals, very positive and it allowed, through several moments of sharing, a personal and institutional enrichment and growth. It allowed not only the emulation of distinct projects from different countries, but also, via the input and reactions of all the participants contributed to the further development of those projects. Admittedly it was a constructive experience with a lot of benefits, exchange of knowledge and feedback from all the participants since the themes approached in the International Event were of strategic and transversal importance to every municipality involved.

Event 4 Participation: The event involved 89 citizens, including 7 participants from the city of Kastoria (Greece), 7 participants from Association of the Municipalities of the Locride Area (Italy), 4 participants from the city of Siderno (Italy), 6 participants from the city of Santa Venera (Malta), 59 participants from the city of Bram (France) and 6 participants from the city of Lousa (Portugal).

Location / Dates: The event took place in Bram (France), from 25/04/2015 to 29/04/2015

Short description: The aim of the event was to highlight the expertise that makes Bram a city to live and present practices linked with enhancing active involvement of city dwellers in local development. During the meeting the participants had the opportunity to discuss how EU policies and values, including active citizenship and intercultural dialogue; build cooperation and cultural understanding between communities and improve the quality of life locally. Non-formal education methods were used from the facilitators combined with presentations, group work and demonstration activities in a way which allowed an intensive exchange of know-how and views between the participants regarding European integration and the impact of EU policies. Setting in front the local heritage, the event started with cultural visits to the archaeological museum "Eburomagus”, to a local potter who manufactures the traditional dish casserole in which "cassoulet" is cooked as well as the discovery of the cultural space "les Essarts" where an exhibition was displayed. Topics that were addressed the other days concerned mainly youth, education and citizenship within a future cooperation perspective. Namely visits were realized in schools in order to create education links between the partners as well as in the leisure community center "RDV, where took place the presentation of an interactive application for children called “Lolliplop” developed by a resident and there was acquaintance with elected members of the Municipal Youth Council in order to foster future exchanges. Special emphasis was given to intergenerational activities with the presentation of “Jules garden” a place where elderly learn to the youngest how to cultivate vegetables creating links between the two generations. In addition the local economy was accentuated by study visits in two important companies, a fish farm for fresh water and an organic oil refinery industry that export all over Europe. During the event there were also convivial moments with gastronomic discoveries of the local cuisine such as the typical bramese plate cassoulet and stew cooked by people engaged in “Jules garden”. The project had a positive influence on partner relations contributing to a more intensive cooperation and the construction of new network relationships.

Event 5 Participation: The event involved 111 citizens, including 8 participants from the city of Kastoria (Greece), 45 participants from Association of the Municipalities of the Locride Area (Italy), 42 participants from the city of Siderno, 7 participants from the city of Santa Venera (Malta), 4 participants from the city of Lousa (Portugal), 5 participants from the city of Bram (France).

Location / Dates: The event took place in Locride district (Italy), from 24/06/2015 to 28/06/2015

Short description: The aim of the event was “Building Europe at the grassroots level” involving the general public and local nonprofit organisations in a number of seminars, public meetings and workshops. During the event that was organised by the Association of the Municipalities of Locride in association with the city of Siderno, activities were carried out in various localities around the area. Namely delegates were hosted in the city of Siderno; the friendship pact among partners was signed in the city of Locri; in Gerace, workshops on territorial marketing took place while seminars on the promotion of local products were held in the municipality of Mammola. At the welcome meeting, held in the boardroom of the City Hall in Siderno, the mayor underlined the importance of international cooperation at a grassroot level as a way to promote participation and a sense of identity within Europe. The associations of the city of Siderno also organised an open workshop on the promotion of new forms of social tourism. In the town of Mammola the municipal administration organised a seminar on the promotion of local excellence, with the aim of networking and advocating the successes of the area, in accordance with the objectives of the project. The theme of the promotion of local excellence was addressed further during seminars in the ancient village of Gerace, where participants shared their opinions on the theme of territorial marketing, as well as visiting some successful farms of the area. In the boardroom of the City Hall in Locri, a formal agreement of cooperation and friendship was signed by the representatives of the partner institutions. As the mayor of Locri underlined, the agreement represents the will of the Locri area to contribute to the process of the development of Europe. Following a message of appreciation sent by Gianni Pittella, President of the S&D Group of the European Parliament and former Vicar Vice-President of the Parliament, a remembrance was held for the mayor of the Belgian municipality of Viroinval, Bruno Buchet, whom recently passed away. Among the activities of greatest success was the closing event, held in the ancient town of Siderno Superiore and coordinated by local organisations, and the intercultural night, held in Locri. The event, which was widely appreciated by the participants and media, was supported by an international team of experts that facilitated the workshops using innovative team work techniques to reinforce interpersonal relations among participants in order to maintain links created during the project.

Event 6 Participation: The event involved 110 citizens, including 66 participants from the city of Kastoria (Greece), 10 participants from Association of the Municipalities of the Locride Area (Italy), 5 participants from the city of Siderno (Italy), 6 participants from the city of Santa Venera (Malta), 3 participants from the city of Lousa (Portugal), 8 participants from the city of Bram (France), etc.

Location / Dates: The event took place in Kastoria (Greece), from 19/07/2015 to 23/07/2015

Short description: The aim of the final event was to evaluate the project implementation, celebrate the success achieved and plan further steps for the future collaboration in terms of the topics addressed by the project. The methodology of the meeting was a combination of non-formal education, parallel thematic workshops, theoretical input from guest experts not forgetting space for the participants to share and discuss the results of the project and the strategy for the future. Focusing in topics that attracted the interest of partners during the previous events the scheduled workshops were directed to exploring the possibilities for future cooperation in the context of concrete funding European programmes like HORIZON, etc. More specifically four workshops were organized concerning the next themes: 1) Education: Dissemination of best practices with emphasis on special education and intergenerational cooperation, 2) New Alternative Forms of Tourism: social tourism, people with disabilities, 3) Support of new entrepreneurship types- Promotion of local traditional products and 4) Environment, and Life Grants: Nature & Biodiversity, Environment and Resource Efficiency. In fact the fourth workshop about environment was led by the invited national expertise for Life Grants of the Greek Ministry of Reconstruction, Production, Environment and Energy who informed the participants for the specific EU's financial instrument that co-finances environmental projects with European added value. A great public Official Ceremony took place on 21st of July, in order to disseminate and make public the progress achieved and the Europe for Citizens programme. The event widely picked up by local media showed broad involvement of the local population as many local stakeholders were invited (local authorities, other civil society organisations, etc.) as well as prominent Greek Members of the European Parliament. After the welcome speech of the Mayor of Kastoria, a keynote address was delivered by the responsible for Europe for Citizens Contact Point in Greece from the Ministry of Interior of the Hellenic Republic who stressed the importance of this kind of initiatives and followed the contributions on behalf of the heads of delegations who expressed their commitment to continue the LBTinEU network. The project activities included also study-visits in the Wildlife Protection Center of Kastoria, in a local enterprise that produces wine and the specialist part was completed with folk performances, guided tours of monuments and sports activities including a special bicycling tour in the lakeside road. In the last day a special evaluation session was organized in which the participants made a recapitalization drawing the lessons of the events past, summarized the meetings and commented the jointly implemented project pointing out what worked and what needed improvement for the future. During the moments of farewell they assured each other of further cooperation and friendly support.

Connecting Cultures of Europe

This part of the site aims to become a point of discussion, coordination and exchange of ideas among the municipalities, organizations and associations participating in the project "Little Big Things in Europe and in our local communities".
In the forum could involve local authorities or various local organizations and associations, exchanging experiences, presenting their actions and creating conditions and the suitable framework for international cooperation activities.
Those who will participate should register within the forum and appoint an administrator to whom will be given improved rights, passwords and will be responsible for the content of posts.

Asking for opinions of the participants

Here lie some short overviews expressed from the persons who participated in the project LTBinEU. We have asked for their views and impressions from their experience as participants during activities and events of the project.
Are there any concrete outputs and advantages that they consider beneficial from their participation in the event?
Are there any emerging outcomes, lessons or any interesting findings that they have learned during the events that could be passed on to their association/organisation/institution or other stakeholders?
These are their answers…

 

Karanikolopoulos Sakis (Athanasios)

Representative of NGO "synErgasia", for his participation in the 2nd event at Santa Venera (Malta)

“During the event in Malta we have tried in principal to introduce our organization and search for similar organizations of same interests in other European cities. Although there was not the communication immediacy we hoped for, we believe that the meeting was useful because through the seminars and interpersonal discussions we have learned many things about concerns, problems and ways of confrontation on similar topics from the other partner cities involved.
The contacts obtained and synchronization through social networks creates an important connecting channel as well as a dynamic direction in the project itself. We believe that these contacts are valuable for future transnational actions between the cities involved.
For our local NGO perhaps the most important is that it acquired international friends with whom there is a possibility of direct contact. This potential can be utilized to jointly assert core values which are degraded the recent years in some areas of EU.
We exchanged views on waste management and water resources and shared our concerns about the increasing pressure of migration in the countries mainly of south. We found common ground in terms of friendly-accessible cities for people with disabilities.
This is only a short list, since during the sessions other issues of interest equally intriguing have arisen out of the discussion framework.
All these opinions and aspects should be disseminated in our small local communities by all appropriate means and particularly through internet. The diffusion of experiences gives rise to debate. The debate generates ideas and innovations.
In my opinion this is the essential element of this project. All this accumulated knowledge to become property of every small community so that we feel Europe little and closer. To understand that distance is not a problem for those who feel and are friends...”

“This project was extremely positive because it allowed me to learn from different experiences and perspectives when approaching issues in my Council. Also it enhanced my vision of EU and the spirit of collaboration between different countries.
I learned that the responses given regarding different issues vary from country to country. I’ve learned that the problems that small cities have are very similar and that there is more than one possible approach and solution to them.
The time management was the most difficult part of the problem because the experiences and the richness of information from every delegation was so much that the time always seemed short to learn everything.”

 “The entire project was very positive. As tourism manager it gave me the possibility to promote my territory to different countries while at the same time it gave me a more accurate idea of the area of tourism management is treated in other countries. It also allowed for the establishment of touristic networks and partnerships.
Tourism is all about understanding different cultures, backgrounds and welcoming different clients. This project allowed me to better understand the countries that we’re part of this network.
The length of the meetings was, perhaps, the less positive art, because with more time, the results would’ve been ever better.”

“The meaning of people of small cities of Europe to get together and discuss various aspects of their lives in their countries and to compare the similarities and differences between the European countries is an extremely good experience. It is exactly what we need in order some time later a real unification of Europe to be a reality. All the delegations became so close each other that, we believe, this target is visible and very possible.
The most important outcome of this visit was to see in practice the education system the area of Bram uses especially in elementary schools. Our education people kept a lot of important information which we will try to establish in Kastoria also. One of our Education people of the delegation holds a very special position in this kind of education, which means she is able to introduce these experiences to Kastoria.
It was very interesting our visit to the small but very important new museum in Bram. It is something we need in our area especially for the findings we have in the area of Kastoria at the oldest Lake foundation City in the whole Europe, more than 7000 years old. Excellent experience for us.
Even though nobody of our delegation had to do with business and production, our visit to some specific business activities were very interesting. The factory that produces all kinds of oil from different plants was one of them and the other one was a fish farm for fresh water. Since in Kastoria there is a quite large lake, this might be an excellent experience to establish something similar.
The most important benefit of the meeting was the very strong friendship we established all delegations. We believe that it is the best way to create the right social environment for the final target, which is the real unification of Europe.
The difficulty we had some times to communicate because of the language problem was overcome either by that the delegates were trying hard to contact other people by heart or by using some people knowing languages better than others.
The only problem we have indicated was that the whole time schedule of the program was very tight and actually we had no time to see even the city of Bram, with its peculiar spiral construction.”

“The fifth event was an excellent meeting as given the chance to meet the cultural richness and diversity of Europe, through best and enviable practices. We also had time to go on location and our participants could note how other European countries work.
During five days meeting the members of the network have made workshops for the importance of intergenerational activities. We exchanged our views and noted some good ones that can be considered.
My organization benefited from the dissemination of how other countries view their problems and how they communicate them respectively.
We have met respective associations that work in other countries, exchange views, share common problems and passed good ideas to our organization.
If there would be more time so that all participants get to know each other it would be much easier for most of the groups to participate and involve themselves.

“…It was an enriching project, both for me and for my local community, as we have attained new ideas and opportunities from our foreign colleagues, with whom we now have very good communication. Although we have many differences in our political structure as to how the Municipalities or Local Councils operate, we still managed to find common qualities and build upon them.
Also, apart from pin pointing common ground, we have also shown interest in other programmes, such intergenerational schemes, which we currently have not fully developed in Malta. Therefore, the creation of new concepts that would further improve the standard of living in our community, truly remarked the success of this project.
“This project was an opportunity for the Municipalities and the Local Councils to further their knowledge on new ideas on how to improve their operational methods and to give a better service. Apart from the political aspect however, the social organisations within our communities were also given the opportunity to have new contacts in their field of work. This would ultimately be at their own advantage.
Finally, the most advantageous point of all is the fact that this project continued to enhance the European identity within our communities. The persons who had the opportunity to participate had the chance to get to know other similar cultures, and ultimately one would arrive at the scope of having a European Union, that is of combining our fortes and solving our problems together, in order to be more competitive in today’s world.
On a personal note, I had the most amazing time in getting to know other people from European countries. I enjoyed our networking, and I hope that this collaboration will continue to grow in the coming years.”

“My assessment is extremely positive. This project allowed me to get in touch with people from other European States. I became acquainted with other cultures with different experiences of my own but with common problems. I saw and learned important things that can be used for my society. I met people very aware of their position in their own state but also in Europe and understanding of solidarity.
The results are only positive. It was a lot of all the nice things I received and I gave and which can be applied both in my city and in the partner cities involved in the project.
The strengths are many, including: knowledge of people, exchange ideas and experiences and finding solutions to common problems. It is good to increase this kind of projects to continue the development of Europe through its citizens, who are the sole engine of any cultural, social and economic activity. It will also be positive to enhance participation for organizations and agencies and not only to the communities.”

“I am very pleased and honored that I was given the opportunity to participate in this educational program with people of different nationalities and consequently different culture, customs and habits. I have learned many things that enriched my cultural load and saw very beautiful places.
The meeting with organizations of other nationalities and the information we received reinforce my conviction that cooperation between people with different opinions can stand enough to resolve any problems may occur.
I have not encountered any problems during the event. On the contrary it was very accurate and consistent from the side of the organizers and supporters of the program.”

“The event held in Greece was for me the third time taking part in such a project. The specific event was a wonderful experience as even more than the previous made me feel an integral part of a living European reality. Moreover it also made me feel socially responsible to create a future that begins from local realities.
The reception was wonderful, as well as the selection of outputs and activities organized by the Greek team. The workshops were very interesting and gainful. Once again they allowed us to receive from others information and local experiences that can be extended to our own communities.
It was an experience that helped me grow culturally and socially. In addition extremely important was the communication among the various delegations comprised by people of different ages”

"The sixth event was a positive stimulus for me. I have made a comparison between the presented current European financial situation and what the other European delegations have conveyed to me. This comparison caused me a little grief but also gave me the motivation to try and entertain the other participants.
The event in Kastoria enriched my cultural load mainly for two reasons: firstly because I have met fantastic people, original, humorous, and secondly because we attended workshops of different content where we had the opportunity to socialize with people specialized in the fields of environment, history, education and nature."

"LBTinEU was a project both for me and the city of Bram that travelled us to Europe. Although our communities are experiencing different operating modes, in this project our differences have been strength since they have enabled us to enrich each other best practices and experiences developed in our communities. Each event has helped to highlight very different themes from one municipality to another. From Malta’s event to begin retaining theme that would be addressed throughout the project and for Bram we wanted to highlight citizenship with council youth and intergenerational activities. In Lousa personally I was impressed by the great importance given to support of disability, for Italy I will retain the tourist wealth, local products including local brand that can Mammola’s  akin to the Cathar brand developed by the department of Aude, Greece has helped us understand to address environmental issues, preserve and highlight the natural environment by simply using the existing or going further with programs like Life. A project that deserves to implement a second phase in order to deepen all the points that have been raised during these exchanges. I sincerely hope that the ties will continue over time and that other projects around this shall begin."

A recreation center for teenager located in Ville de Bram has been contracted in 2013 with CAF in the youth childhood contract. This recreation center supports partly the political teen. Its operation will be mostly the holiday stay, reception time and allow the construction of holiday project.

Objectives of the recreation center for teenagers:

1-    Promoting citizenship and promote respect, tolerance:
•    Provide access to culture and leisure
•    Travel, cultural tours, themed outings
•    Establish a charter life together and ensure its implementation

2-    Accompany young to independence
•     Enable young people to be project leader
•    Implementation of self-financing the project, responding to a 100% winning project
•    Involve young people in the construction of the program of activities and projects.
•    The creation of spaces / free time young

3-    Promote welcoming new young
•    Facilitate the integration of new to other youth center
•    Use group games to create links between young
•    Involve quickly in a new collective project

4-    Develop leadership and critical thinking
•    Setting up Exchange time
•    Listening to their comments
•    By setting a up a time for discussion, exchange,
•    Decision making, conflict management that will allow everyone to express themselves, to find its place.
•    Topics may include the appointment but also other issues that concern their generation, local life.
•    Forum theater box idea.

Organization

The children are supervised by a trained facilitator and a management team.
Supervision is provided as follows: 1 animator for 12 children.
The ALSH welcomes children aged 11 to 17 years.
Each young person is allowed within the structure is given a registration form to be completed by the legal representative.
The young may have to leave one structure on parental consent.
The appointment is open:
-    from 12:30 to 18:00 on Wednesday
-    from 9:00 to 18:00 school holidays
In July the young people leave for one week stay in a European capital on the topic they choose: art, heritage, food, environment etc.

Plan for the improvement of phytosanitary and horticultural practices (PAPPH) –Bram- France

National and regulatory context

• Τhe quality of water is degraded by pesticides and pollution related to nitrates in groundwater and surface water.
• The regulation hardens nationally with a final Act of 01.23.2014, which prohibits the use of phytosanitary products to communities on green spaces and home gardeners.
• A drop of phytosanitary product makes it unsuitable for the 10 km over water consumption.


The risk of phytosanitary transfers to the molecules of water networks is important to communities due to the impermeability of the treated surfaces.

Objectives of PAPPH:

• limit the impact from the use of phytosanitary products on the environment,
• significantly reduce the use of pesticides in the municipality,
• implement a differentiated management,
• improve the perception of the natural flora,
• propose various alternative techniques adapted on roads and green spaces.

Advantages of the municipality of Bram:

•    Elected officials and agents seem to be involved in the proceedings and engines to implement new techniques for weed control and management of green spaces.
•    3 agents spent the Certiphyto. The agents already know the regulatory constraints related to the use of phytosanitary products, especially regarding PPE, preparing porridge, place drain / flush.
•    A full update on the latest regulatory standards will be made during the Phytosanitary audit.
•    Some agents attended the demonstration day for alternative techniques organized by the General Council of the Aude during the current year 2014.
•    Elected representatives and technical services know the importance of the passage of a sweeper in the context of preventing the lifting of the flora. They have one but it did not offset the 3rd arm for the management of sidewalks.
•    The ROTOFIL is already used to manage grassed areas rather than weeding.
•    The reduction targets for the use of crop protection products are established for 3 years.
•    The time to move to the state of weed and grass management will increase, but it mainly depends on the municipality's ability to implement a differentiated management of roads and green spaces and the degree of acceptance of the grass.

The Organisation for the Protection of Persons with Autism and Pervasive Developmental Disorders of the Prefecture of Kastoria, is a non-profit body, established in March 2006 by three families of children with autism that live in the area. The Organisation is overseen by the Ministry of Health through its inclusion in the “National Register of Non-Profit Institutions of the Private Sector providing Social Care Services” and the “Special Register of Voluntary Non-Governmental Organizations”.

Goal

The goal of the Organisation is the provision of support and protection to people with autism and their families, both at local and national level, to better achieve the purposes of social inclusion. For its purposes the Organisation is operating for:

  1. The mapping out of autism related issues and needs in the prefecture of Kastoria
  2. The setting up of facilities and services to meet the needs of people with autism and their families
  3. The training of mental health professionals and educators (in both public and private sectors)
  4. The setting up of volunteering schemes
  5. The support and participation in  research projects and actions for the empowerment of people with autism

Initiatives and actions

Since its creation in 2006 the Organisation has undertaken a number of initiatives, the most notable of which include the following:

  • Establishing and running a Day Centre for Children, Adolescents and Young Adults with Autism (since 2012)
  • Running volunteering schemes like 'Befriending' (since 2008)
  • Promoting positive awareness about autism in the community (including festivals and theatrical performances)
  • Providing training (seminars and workshops)
  • Actively participating in local and national actions for the protection of rights of people with autism (i.e. petitions, public representation)

The Organisation and the Municipality in synergy

One of the most central objectives of the Organisation is the establishment and operation of structures that support education, work and welfare of persons with autism in Kastoria. To this end, the Organisation has created and put into operation in November 2012 the “Day Center for children, adolescents and young adults with autism“. The Center is hosted in an property ceded by the Municipality of Kastoria in the Municipal District of Maniakoi .

The financing plan of this structure took into account both the functional needs of the Center and the modulation needs of the Center’s facilities, along with its equipment needs.

During its first two years of operation the Centre was financed by the Operational Programme "Human Resources Development" NSRF 2007-2013. The Act was implemented by the Organisation with the method of self superintendency, since it has managerial capacity of type B. As of January 2015 the Centre is partially supported by the Hellenic Ministry of Health. Private funding, in the form of donations and philanthropic gestures, is an essential prerequisite for securing its long-term existence and quality of services provided to people with autism and their families.

The project of the modulation of the Centre’s facilities was undertaken by the Municipality of Kastoria through the Operational Programme "Human Resources Development" NSRF 2007-2013. Under this Act, the municipality of Kastoria signed a programmatic agreement with the Organisation and in close cooperation, jointly decided and helped shape the physical object of the Act, completing the project in time so as the Center was able to accept its first beneficiaries in March 2013.
So far the Day Centre has provided services to twenty four (24) children, adolescents and young adults with autism. Each person's program was planned on the basis of his/her individual needs and in close collaboration with the family, the school as well as every other important person in his/her life. At the same time, support was provided to family members in the form of individual counseling sessions as well as regular group meetings (parents and siblings' support groups).

Furthermore, an important part of the activities of the Day Center is 1) the establishment of links and programs that create positive awareness about autism in the community, 2) the promotion of relevant knowledge by contributing to autism-related research (conducting relevant studies, developing intervention tools e.t.c.) while 3) offering placement and training opportunities to health, mental health and education students.
